EFSP Phase 38 in Westchester and Putnam

Applications being accepted for EFSP Phase 38

The United Way of Westchester and Putnam is accepting applications for Phase 38 of the Emergency Food and Shelter Funds available through the Local Food and Shelter Program (EFSP) Boards.  This program provides federal funding which helps to extend currently available services for the hungry and homeless. The deadline for submission of completed applications is 5 p.m. on Friday, January 22, 2021.

The Emergency Food and Shelter Program National Board, which is chaired by the U.S. Department of Homeland Security’s Federal Emergency Management Agency, announced the following allocations:

Westchester is awarded $464,020 for Phase 38.
Putnam is awarded $46,087 for Phase 38.

The spending period for Phase 38 is January 1, 2020, to May 31, 2021.

United Way of Westchester and Putnam is the administrative agency of the Local Emergency Food and Shelter Programs in Westchester and Putnam counties.

Who can apply?

Eligible applicants must: 1) be nonprofit; 2) be eligible to receive federal funds; 3) have an accounting system or an approved fiscal agent; 4) conduct an annual audit if awarded $25,000 or more in federal funds; 5) practice non-discrimination; 6) have demonstrated the capability to deliver emergency food and shelter services; 7) have a voluntary board; 8)have the capacity to either chargeback or expend Phase 37 and/or Phase CARES funding during the jurisdiction’s selected spending period; 9) must be able to completely and accurately obtain, retain and submit required documentation with reports; use DocuSign and online reporting.

All agencies applying for EFSP funds must provide their DUNS number and FEIN in their applications. Failure to
provide these numbers will prevent or delay the release of funds to agencies if they are awarded by the Local Board.
The numbers may be obtained, as follows:
• Data Universal Numbering System (DUNS) Number. DUNS numbers are issued by Dun & Bradstreet
(D&B) at no cost.  Apply for DUNS – https://www.dnb.com/duns-number/get-a-duns.html
• Federal Employer Identification Number (FEIN) – FEIN numbers are issued by the Internal Revenue
Service (IRS) at no cost. Apply for FEIN – www.irs.gov
